Kids at 10 or 13 can't make right adult sexual choices and menstruation and pubity makes them more prominent to sexualisations by a perp. Seriously groomed in victims can't know. I would never do this obscene abuse to a child. You should believe them enough to have it investigated and ask the abused themselves. Even kids have a right to a fair trial , to be I formed and to tell their side of the story and have sensible legal representation and right to client relationship with the lawyer and if they are not happy with what they are saying to report it.
